South Pacific countries that offer easy surfing access?

Are there any countries in the south pacific that have surf that you can access from land, able to paddle out to and surf most days? I'm not interested in taking boats regularly.

Fiji has a few spots, so does some of the islands of Vanuatu.

I thought Fiji was all boat access and the south coast, where you can access waves, was windblown?

Samoa is an option, years ago we stayed at Aganoa Surf lodge on Savaii. Aganoa rights was probably the best / most consistent wave on the island however it is far from perfect. It offers barrels, sometimes heavy.

We hired a car and drove around Upolu. Plenty of potential there - we surfed spots that probably don't have names. Salani rights looks pretty good - we didn't surf it so don't know how perfect / good it is.
